WHAT IS YOUR FITARA SCORECARD?
The Federal Information Technology Acquisition Reform Act (FITARA) is now both OMB policy and enacted law (as part of the National Defense Authorization Act for Fiscal Year 2015 (Title VIII, Subtitle D, H.R. 3979). CIOs are now sorting out how to implement FITARA. The initial set of scorecards has been issued for the first year of FITARA: there were many substandard grades.
The law requires that the Chief Information Officer (CIO) assume authorities and responsibilities in planning, programming, budgeting, and executing processes related to information technology. FITARA at a high level is designed to enforce polices that, in the private sector, would be driven by the profit motive to ensure that resources are aligned with business objectives. Also, the premise of the law acknowledges that in the past, agency CIOs have not always had the authority to oversee all the IT programs and projects in their agencies.
